Today's small businesses rank labor shortages above taxes and government regulations as their heaviest burden, according to a recent study completed for the Small Business Administration's Office of Advocacy. About half of small firms examined were looking to hire someone, and more than six in 10 that were looking had difficulty finding qualified applicants.
