similar legislation are not meeting their targets to reduce greenhouse gas emissions
and there's no reason to believe a U.S. effort would fare any
better.
Draconian
restrictions would kill our economy yet do little or nothing to
reduce global emissions, because U.S. manufacturers would end up moving more
production to countries overseas that are less fastidious

rather than continue the quest for international cooperation that will never
